he should just go with my Free cpanel hosting and he can take full backups of every thing and if worse gets to worse i could even ban ips from the server to heep his site safe from hakers like him (lol i know it would be a little un nessasery)

Backups are definitely something you must have but you should not have to many admins. Actually you should not make anybody an admin unless you know them very well (example: RL friends, family, or someone you have known for a long time.)
Even on a big forum you don't need too many admins just get yourself some quality moderators and your set. Require all your admins and super mods to have strong passwords (example: "4vF@gTD38%" not "admin321") and make them change it every so often.
Another good security measure is to change the default name of your admincp and modcp folders.
