I think it's saying if a theatre or museum can't get enough funding from the public, ie. visiting and watching, then tax payer funding shouldn't go to putting them up. I put agree.

I only put disagree because if there is a "forced" chain of command then it would affect our own liberties. If we have the option to not follow certain commands then at least we have our own civil liberties. I'm sure you would want some form of freedom to make your own decisions. The question said "In a civilised society, one must always..." and the use of "always" is questionable, hence why I put disagree.
