I would say high quality content is important. Getting a few good backlinks will do the rest. Don't spam for tons of backlinks however when given the oppertunity to post a link to your site (profile links, comment website links, etc) take it on. The links always help, even rel=nofollow links help you.

Not anymore. Back links are a very, very tiny factor compared to content quality. If you post links on public social media you should be good on back links. The internet has a way of monitoring itself and likes to talk among itself.

Content and the quality of the said content is always what is more important. Always remember quality of quantity. You could have a million posts on your forum and if the quality is all garbage then there is no point. Always try to spark interesting forms of content that will spark long term conversations and get people to engage with one another and never be afraid to participate with your own community always remember you never own your community. Your community owns you so always treat your community with respect and you will get the right quality form of content for your site.

Actually both work hand in hand. If you don't have quality content, no number of backlinks can help you on the long run. If you don't have enough number of backlinks, no matter how good your content is, people won't be able to see it because you won't rank high. So its better to work on both of them together.
