Vbulletin 4 is definitely among the friendliest for seo. Combine it with DBSeo (which is free and has a paid option as well) and you have some killer seo. Vbulletin 3 is still a classic and very easy to modify to your liking. I can't reccommend VB5 but the other two are still smooth as butter to use & setup for seo.

Xenforo and IPB; the free forums don't have a ton of SEO tools despite their widely known name. Xenforo and IPB were built on SEO efforts and have plugins to help SEO even further. IPB even has sitemaps and keywords and everything else built into the core of the ACP.
