I think a forum of any genre can succeed on a free host as much as it can on a paid host. It's happened before.

Of course, that kind of shoots down the idea of a success free hosted promotion forum, but the chances of one of those types of sites catching on nowadays is already extremely low as is.
Also, if you need another reason to be sick of new promotion forums, it's how quickly many shut down. After all, aren't the backlinks and traffic the reason most admins join them? It's not very good for your SEO or marketing efforts if you make a whole bunch of quality posts then return to find the forum has vanished for good.
