What doesn't require a license, but should?
Drinking. Not meaning the establishments, but if you want to drink, you get a license. Get caught drunk in public or drunk driving too many times and you lose your license to drink for 6 months, a year, 2 years, etc until you figure it out.
As much as I don't politically agree with the man, probably.
