Wrong. NASA is not administrated by the DoD. It is an independent Government agency.
I also like how you used the words "owned" and "contracted" to describe a government agency..

The article does mention how Obama would like to turn to the private sector for launch services. I for one would like to see the private sector take on space travel and exploration.
 
I'm pretty sure Obama doesn't own the moon, nor has the right to tell people they can't go there.

They'll just do it from a different country. 🙂
 
I disagree, Antarctic. To go to the moon without help from NASA is damn near impossible. If they work for NASA, and are qualified to go the moon, they have every right to go.

But if they are just a civilian, why in the hell are they special enough to go?

Using his atlas and the NASA images, Stooke pinpointed the exact location of the Russian rover Lunokhod 2, discovering tracks left by the lunar sampler 37 years ago after it made a 35-kilometre trek. The journey was the longest any robotic rover has ever been driven on another celestial body.

A ROVER found on the moon last week has delivered joy to the Soviets who lost it 40 years ago and evidence to any that still needed it that man did indeed once land there.

The Soviet rover Lunokhod 1 was the first successful lunar rover, landing on the moon on November 17, 1970, a full 24 years before Sojourner was successfully rolled out on the surface of Mars.
