I think it's users with less than 25 posts (the threshold) can still give rep, but I know that users with less than (25) number of posts records it as 0 (so even if it's + reputation, it will record it as 0). Users that abuse the system do in fact have their reputation rights removed. Those people will still abuse them if they want to, so a temporary removal won't stop them. The negative reputation was mainly removed because it was being abused, not that people who deserved the negative reputation complained or whatnot and got it removed. Seeing that you are a relatively new member here, previously when it was enabled, there was a reporting system for unfair/abuse of negative reputation.
