People can claim to do anything and people can make things look like other people have don't it.
I could delete everything here and put up a message saying "haha you've been hacked.. come join the rulerzzone"
Would that have meant that you have done it? No because i random chose someone else. Same if somebody actually takes over a forum like in your case. Because the username left is his doesn't mean it was him. Usually people don't use a name they are well known for so it is harder to be found out. Because he claimed to hack it doesn't mean that he did it as anyone could say that like i could say that i hacked your forum but that doesn't mean that i did (Just so you know it wasn't me -😉- ). It is alright blaming some one and claiming these things but he might not actually be the person responsible and the person responsible could be closer to home as with loads of admins you were asking for something like this to happen.
Also you don't seem to have any solid evidence either that was him.
